Things are to be required or to be maintained for a property to sale . If the property tax is not paid for last 20 years what are drawbacks and how to overcome that problem so that the property can be brought into saleable condition.

Approach the Municipality... pay upto date taxes and bring it into saleable condition

Don't forget to make a letter of condonation and in case you found an extremely charged interest on delayed payment, ask the officers for any running scheme for waiver of interest.
