with reference to sec 12(3) of IGST act, hotel can never charge IGST on accommodation service. ITC is available

In case of Hotels or accommodation in inn guest house etc the place of supply is the place where such property is situated hence the tax chargeable would be CGST + SGST and in case of the such property located at different state than your registered state than the same would not be eligible to claim as ITC , He can charge IGST only if the recipient is SEZ
